All passengers, regardless of nationality, arriving in mainland Portugal must present a negative PCR test not older
than 72 hours before boarding the aircraft. This requirement does not apply to children under 24 months of age.
Citizens of EU Member States and Schengen States, third-country nationals residing in Portugal and accredited
diplomats who have been admitted to a flight without a negative PCR test in breach of the above requirement,
upon arrival
in the country they will be instructed by the competent authorities to take the test at their own expense at the airport,
where they must wait until the result is released.
Only urgent trips to and from EU Member States or those associated with between 150 and 500 cases of COVID-19
infection per 100,000 inhabitants in the last 14 days (Germany, Austria, Belgium, Cyprus, Croatia, Slovakia,
France, Hungary, Ireland, Italy, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Romania, Sweden).
Passengers arriving in Portugal on flights from EU Member States or Schengen Associated Countries
with more than 500 cases of COVID-19 infection per 100,000 people in the last 14 days (Czech Republic,
Slovenia, Spain,
Estonia and Latvia), in addition to the obligation to present a negative PCR test performed up to 72 hours before
boarding the aircraft, are also subject to a mandatory 14-day quarantine upon arrival in Portugal. An exception
to the obligatory quarantine is applied only in case of urgent trips and stay on the territory of the country not longer
than 48 hours, proved by the return ticket.
All passengers arriving in the mainland of Portugal, whether as a final destination or in transit, must complete a
form available at the following link:

Proof of completion of the form must be provided at the checkpoints.
When traveling to Madeira and Porto Santo, all passengers with foreign flights who have a negative PCR test
for COVID-19 performed within 72 hours before arrival may continue to their address of residence upon presentation
of the relevant pre-completed https form. : //madeirasafe.com.
Those traveling from mainland Portugal and not having a PCR test for COVID-19 will do so at the airport on arrival,
after which the passenger will proceed to the place of accommodation and remain in isolation.
The passenger will be informed of the result within about 12 hours.
In case of refusal to perform the test on arrival, passengers can choose the following options:
1) to perform voluntary isolation for a period of 14 days in their home or in the hotel where they are staying,
and if the accommodation is less than 14 days, the restriction will have the duration of the accommodation period; or
2) return to their destination or other destination outside the territory of the Autonomous Community of Madeira,
performing isolation at the time of the flight at home or in the hotel where they are staying.
In these cases, the accommodation costs are charged to the passenger.
The mandatory standards described above do not apply to children under 12 years of age, passengers with
a medical document that they were cured of COVID-19 less than 90 days ago, and passengers with documents
certifying that they have been vaccinated against COVID-19, according to the recommended plan and observing
the period of activation of the immune system provided in the product characteristics.
All passengers arriving in Madeira or Porto Santo must complete an online form https://madeirasafe.com
within 48 hours of the flight. Proof of completion of the form must be provided at the check-in desk.
When traveling to the Azores, all passengers must complete an online form https://mysafeazores.com within
72 hours prior to the flight. Proof of completion of the form must be provided at the checkpoints.
Diagnostic tests for SARS-CoV-2 with a negative result are mandatory for entry to any of the islands of the
Autonomous Region.
For stays of more than 7 days, the passenger must perform a new SARS-CoV-2 test on the sixth day from the date
of the first pre-journey test to be performed by a local health authority.
